A. Membership Qualifications

(1) No more than a simple majority of the Commission members may be affiliated with the same political party
(2) All members must reside in Delaware County

B. Appointment

(1) Five appointed by Mayor
(2) Two appointed by County executive body
(3) Two appointed by County fiscal body

C. Terms

(1) Initial appointments for staggered terms
(2) Subsequent appointments for two-year terms
