Unsafe Building Hearing Authority

The Unsafe Building Housing Authority (UBHA) Board is made up of members who have been appointed by the Mayor. One of these members is the Historic Preservation Officer and one is a member of City Council. The other three members are private citizens who are residents of the city limits. All UBHA members serve for the Mayor’s term of office.

Regular UBHA hearings are held at 3:00 PM on the second Thursday of each month in City Hall’s first floor auditorium.

Hearings to remove civil penalties (fines) are held at 4:00 PM on the first Tuesday of even numbered months in the third floor engineer's conference room of City Hall. If a property owner is asking for civil penalties to be removed they must submit this form no later than the Monday preceding the hearing date.

Robert F. Kennedy visited Muncie in May of 1968. The Ball State men’s Gym was selected as the location for Kennedy’s speech; however there was much concern over filling all the seats in the gym. Conversely, the Gym was filled to capacity, with an estimated 9,000 people filling all the seats and the entire playing court, after playing waiting hours for Kennedy’s appearance.
